Overview of the complete registration procedure on the Montenegrin electricity market

Registration procedure with CGES:

To receive an Energy Identification Code (EIC), please fill out the form and send it back to eic.lio@cges.me. If the market participant already has an EIC issued by another Local Issuing Office, he can skip this point.

Registration procedure with COTEE:

  • Request for admission to the market – 2 copies (“Zahtjev za prijem učesnika – trgovac”);
  • Proof of registration in the bodies competent for registration of economic entities – not older than 60 days;
  • Evidence issued by the authority responsible for the tax affairs (State and local governments) – not older than 60 days;
  • Document proving the authorization of the person signing the request and the Market Participation Contract later (if the signatory is not the CEO);
  • Bank's confirmation that the applicant's account is liquid for at least three months before submitting the Request for admission;
  • Financial statements for the last two years compiled in accordance with the accounting regulations (the balance sheet, the balance of success and the auditor's report if the subject is subject to audit).

The documents above have to be translated in Montenegrin/Serbian (with apostille, if possible) and delivered in hard copy, as originals or certified copies, to the address:

  • Decision about the admission in the market (“Odluka o prijemu na tržište”) and Market participation contract (“Ugovor o učestvovanju na tržištu električne energije”) (sent to the participant by COTEE);
  • Request for becoming balance responsible party – 2 copies (“Zahtjev za sticanje statusa nosioca balansne odgovornosti“);
  • Financial settlement contract (“Ugovor o finansijskom poravnanju”) – in case that the participant is not interested in internal market, and just wants to work in borders of MNE/transit energy, there is no financial obligation to COTEE;
  • Contract for fee payment  – 4 copies (signed in case of internal trade in Montenegro, which means providing bank guarantee (or deposit) in accordance with the Market rules (Tržišna pravila), article 44, paragraph 4);
  • Balance responsibility contract (“Ugovor o balansnoj odgovornosti”) – trilateral contract with both CGES and COTEE.
